In 2010, the Federal Government and the governments of the federal states of the Federal Republic of Germany concluded an agreement on the implementation of the competition ‘Starting through Education: Open Universities’ (2011-2020) which gave an important impetus to further scientific training. The ‘innovation support measures’, which are the subject of this invitation to tender, are intended to help communicate the results of competition across the country and to transfer successfully developed offers, processes and structures to the area. Subject of the contract and related objectives: 1. Development of an “Alliance for Open Universities” with relevant stakeholders and decision-makers to position the wealth of the results achieved in the competition at high level and to contribute to the further anchoring of the topic and its framework conditions among all the stakeholders involved, 2. stock surveys and feasibility studies on ‘Science Training 4.0’, in order to connect to the Federal Government’s Digital Agenda 2014-2017; 3. Advice and support through events and thematic materials and made available expertise/legal expertise to achieve a forward-looking and sustainable change in the higher education and training landscape.
