Erbringung von fahrplanmäßigen Schienenpersonennahverkehr (SPNV)- Leistungen auf den Strecken: Erfurt – Kühnhausen – Bad Langensalza – Mühlhausen – Leinefelde - Gotha – Bad Langensalza - Erfurt – Sondershausen – Nordhausen - Fröttstädt – Friedrichroda - Erfurt – Saalfeld - Erfurt – Ilmenau mit einem Umfang von ca. 3,5 Mio. Fahrplankilometern pro Jahr. Die Leistungen sollen mit BEMU-Fahrzeugen (Battery-electric multiple unit) erbracht werden, da es sich um nicht- oder nur teilelektrifizierte Strecken handelt. Zwischen dem Auftraggeber und dem EVU können zu den im Vertragsanhang I festgelegten Leistungen zusätzliche Verkehre auch auf folgenden Strecken gesondert vereinbart werden: (Erfurt –) Neudietendorf – Gotha Ilmenau – Bahnhof Rennsteig
