The contract is an overall performance contract within the meaning of Article 92 of the Decree of 25.3.2016 on public procurement. It includes a section on major rehabilitation and restructuring of the former site of the Paris Telecommunications School (Télcom Paris tech) Paris 13, with a view to carrying out a programme of 95 social housing units, 26 middle-rent housing units, a student residence of 386 dwellings, as well as 11 500 m² of offices for INRIA and a co-working space of 1 500 m². The contract also includes a part relating to the operation/maintenance of the collective boiler room, solar thermal panels and the VMC, for a period of 6 years upon acceptance of the works.
