Modern IT system for collecting, storing, validating surface meteorological data, creating national/WMO products and disseminating meteorological information in an operative flow, a system called in this Task Sheet ‘Collection and Dissemination System (DCS)’. Acquisition of hardware, software and services necessary for the collection, processing and analysis of data resulting from meteorological and agrometeorological stations and interconnection with the National Integrated Meteorological System (SIMIN), with 3 main components: 1. IT system for collecting, storing, validating surface meteorological data, creating national/WMO products and disseminating information in the operational data stream 2. Automated station management software system 3. Hardware system for the entire system of software and services necessary for the collection, processing and analysis of data resulting from meteorological and agrometeorological stations and interconnection with the national integrated meteorological system (SIMIN). The overall objective of the project is the acquisition of hardware, software and services necessary for the collection, processing and analysis of data resulting from meteorological and agrometeorological stations and the interconnection with the National Integrated Meteorological System (SIMIN). The specific objectives of the procurement are: • Provision of turnkey collection and dissemination software in a unified software platform and software development services for SCD integration with the National Integrated Meteorological System (SIMIN). • Provision of basic hardware and software for the entire software system and services necessary for the collection, processing, analysis and dissemination of data from meteorological and agro-meteorological stations and interconnection with the National Integrated Meteorological System (SIMIN). Basic equipment and software from Data Center for SCD: 1. Floor rack 2. Processing servers 3. Virtualization software 4. Data storage system 5. Back-up system 6. Back-up software solution 7. Switch Fiber Channel 8. Network switches for virtualization 9. Network Switches for Management 10. The present award procedure is subject to a double standstill clause, in the sense that the signing of the contract with the economic operator designated as the winner is subject to the cumulative fulfilment of the following conditions: 1. Signature of the addendum to Financing Contract No C1_I7_0_51722_23.11.2022 approving the extension of the implementation deadline for investments from 31 December 2025 to 30 June 2026. 2. Approval and publication in the Official Gazette of Romania of the approval of the technical and economic indicators related to the feasibility study, necessary for the implementation of the project. If one or both of the suspensive conditions are not fulfilled within 6 months of the completion of the award procedure, the contracting authority reserves the right to cancel the award and not to sign the contract with the economic operator designated as winner, without the latter being able to claim compensation, damages or any other claims. The Contracting Authority will respond clearly and completely to all requests for clarification/additional information - 12 days before the deadline for submission of tenders, for requests for clarifications submitted 20 days before the deadline for submission of tenders.
