For each of the lots, the selected contractor should provide consultancy services – organisation and management of the project, including reporting on the activities envisaged in the project, ensuring the quality and timely implementation and reporting of the project as a whole, in accordance with the terms of the funding contract for the provision of funds to the final recipient. The selected contractor will be responsible for the overall organization and coordination of the project management and implementation workflow and its activities, defining, specifying and allocating specific tasks among the experts. The consultant's team will include the following members: 1. Project Manager, 2. Coordinator and 3. A lawyer. The consultant's experts should work in close connection and good coordination with the team of the Municipality of Shumen. The following main activities will be carried out within the scope of the procurement: Review of documents submitted by the Contracting Authority in connection with the implementation of the project, prepared before the conclusion of the contract with the selected consultant; Review and preparation of documents related to the implementation of the project after the conclusion of the contract with the selected consultant; Monitoring, control and coordination for the implementation of the activities and contracts within the project; General management and reporting of the progress of the project in the UMIS 2020 system; Carrying out the necessary correspondence with the SMR of the programme; Preparation of legal opinions on the legality of public procurements conducted by the Contracting Authority; Preparation of opinions for the Commission for Protection of Competition (CPC) and the Supreme Administrative Court (SAC) on public procurements carried out by the Contracting Authority under the project; Preparation of documents for ex-ante and/or ex-post control of concluded public procurement contracts, in accordance with the instructions of the SMR; Preparation of reports, tables, graphs, etc.; Preparation of requests for signing an annex to a financing contract in case of need; Presence and assistance provided to the Municipality of Shumen in case of on-the-spot checks and audits under the project, at the request of the Contracting Authority; Monitoring compliance with the rules of procedure BG-RRP-4.023 ‘Support for sustainable energy renovation of the residential building stock – Stage I’ in the implementation and reporting of the project; The duration of the service is 16 months.
