Description

Vantaa Energy Ltd is renewing the Supervisory Control and Data Acquisition (hereinafter "SCADA") software for monitoring district heating plants and the district heating network. The acquired system will be used for the control, regulation and monitoring of Vantaa Energy's district heating plants and district heating network. The scope of the procurement covers all functions related to the current Netcon3000 system, external interfaces, telecommunications connections and other technical features essential to the system. The new SCADA system shall include these with at least equivalent scope and functionality. The client requires that the new system enables uninterrupted operation to the current extent. The acquisition includes four-year maintenance services and, as an option, one to three-year maintenance services. Tenderers can make use of the technical solutions and integration models of the current system to the extent that this is technically and legally possible. However, the subscriber does not impose a condition that the new system must be based on the existing system or its components. The requirement is that the end result meets at least all the requirements of the current system. Tenderers must carefully ensure in their tender that all existing functions, connections and requirements are fully met. The Customer does not accept a more functionally limited or narrower solution. The current Netcon3000 system will be used in parallel with the new SCADA system until the new system has been fully implemented, tested and its operation has been sufficiently assured for the Contracting Entity. The system to be renewed covers a control room-level software solution. The SCADA system must include all of the Contracting Entity's heating plants, pumping stations, heat exchanger stations and the management of the connections between them. The lower-level automation and field equipment will remain unchanged, and their replacement will not be covered by this procurement. The system must be tested and approved by the customer by 30 June 2026. Text automatically translated in your browsing language Automatically translated
