Description

The contract is covered by a development concession, as provided for in Articles L. 300-4 et seq. and Articles R. 300-4 to R. 300-11 of the Urban Planning Code. It falls within the category of planning concessions subject to Community law on concessions.
The concession treaty and its annexes lay down the respective rights and obligations of the parties, in particular the conditions under which the developer will carry out its tasks, under the supervision of the City.
The object of the development concession is the construction of the ‘White House’ coordinated development area (ZAC) on the site of the former psychiatric hospital with an area of approximately 58,6 hectares. The concessionaire is required to carry out the development project at its own expense and risk in accordance with the principles of sustainable urban development, in particular in order to develop a new mixed urban district, open it to other districts of the municipality and enhance its architectural and landscape heritage.
