Casting wax for pathology for the health authorities in Helse Vest RHF
Justification for a direct procurement with an intention notice for Helse Vest RHF intends to enter into framework agreement on casting wax (consumables) from Histolab Products AS for use by the health companies in the region. Background information the Contracting Authority, Helse Vest RHF, intends to undertake a direct procurement of casting wax from Histolab Products AS, based on the following assessments: The costs of supplier exchange casting wax are used daily in large volumes and are closely integrated in the laboratories ́ routines. A supplier change will lead to comprehensive testing, validation of new products and adaptations of procedures. This will require considerable resources in the form of time and personnel. The costs connected to the exchange will be assessed as disproportionately high in relation to the framework agreement's duration of only four years and value. Time consuming process Validation of new casting wax involves the risk of delays in diagnostics and increased workloads at the laboratories. This is particularly critical as the adult properties (melting point, hardness, average quality) affect both the preparation quality and the result of analyses. An exchange can therefore go directly beyond patient safety during the transition period. The standardisation and operational safety of the Histolab products are already well incorporated into the departments and laboratory personnel have experience with the product. Standardisation of consumables contributes to stable operation and reduces the risk of errors. A supplier change can give variations in quality, which in turn can create uncertainty in the diagnostic processes. Legal basis The contracts will be signed without a prior tender notice as, according to the contracting authority ́s assessment, there are no real alternative suppliers who can deliver without disproportionate costs and considerable risk. Pursuant to procurements without a competition, the Public Procurement Regulations § 13-4 first section, letter b, second point, are included in the contract.
