Description

1. The subject matter of the contract is: construction work consisting of construction and installation works for the extension and overbuilding of the existing part of the Collegium Pathologicum building of the Medical University of Lublin located at Jaczewski 8b in Lublin.
The subject-matter of the contract covers works with permission to use the building in the part requiring it.
1.1. The works covered by this contract are carried out as part of the implementation of the project entitled: ‘Adaptation and support for the innovative scientific and research laboratories of the Collegium Pathologicum of the Medical University of Lublin’ – Contract No POPW.01.03.00-06-005/12-00. Operational programme: Development of Eastern Poland 2007-2013. Priority I. Modern economy. Action I.3. Fostering innovation. The project is co-financed by the European Union under the European Regional Development Fund.
1.2. According to the information provided on the Intermediate Body’s website, i.e. The Polish Agency for Enterprise Development www.parp.gov.pl, the value of the whole project (which also includes the works covered by this contract), as at the date of publication of the results of the competition, totals PLN 38 026 100,00 gross.
2. The subject matter of the contract includes:
2.1. Demolition works:
— dismantling and demolition of the building’s finishing and construction elements in accordance with the design documentation,
— dismantling existing water – canal, c.o., c.t., ventilation,
— dismantling of existing components of electrical installations,
disassembly of the elements necessary for the execution of the works covered by the contract;
2.2. Construction work:
—extension of the eastern part,
— superstructure of the western part,
— refurbishment of an existing part,
— thermomodernisation of external walls,
refurbishment of the roof,
— pinching of feet and foundation benches;
2.3. Electrical and specialised works:
— electrical installations,
power supply and transformer station,
— teletechnical and specialised installations,
— guaranteed supply;
2.4. Sanitary works:
— c.o., c.t. installation,
— a solar installation for the purposes of the TWU,
— c.o. node, c.t., c.w.,
— water-channel installation and (hydrant) security features,
— ventilation and air-conditioning;
2.5. Land-use works:
— felling the trees in accordance with the decision,
refurbishment of access roads,
refurbishment of pavement surfaces,
— strengthening of complaints,
— planting trees and sown lawns.
3. The detailed description of the subject-matter of the contract shall contain, as appropriate, the following documents, which are annexed to this ToR:

(a) the architectural and structural sector with thermomodernisation;
(b) the sanitary industry;
(C) the electricity industry;
4) building projects annexed to building permits:
(a) land use;
(b) architectural and structural design;
(C) the sanitary installation industry;
(D) the electrical installation industry.
4. Characteristics of the condition of the existing site (square description):
The Collegium Pathologicum building of the Medical University of Lublin is located on plots 5/11 and 5/10 (Circle 18 – Lemszczyzna, sheet 15) at ul. Jaczewski 8 in Lublin.
The Collegium Pathologicum building was built in the 1960s.
The building has three main floors, of which two underground. The underground floor from the north is buried into the turbot and it is a typical basement, whereas from the south it is a suterine of 0.1-0.3 m above the ground. On the west side, the building has two
floors of which one aboveground.
Existing land fixtures are sanitary and rainwater networks, a water supply network, a district heating network and power cables and a telephone network.
The plot includes existing access roads, parking spaces for passenger cars and pedestrian crossings. Access roads have asphalt surfaces limited to concrete kerbs, the pavements are made from a concrete set cube, a flange with flagstones of 35x35 cm.
Performance of the Collegium Pathologicum building:
— built-up area: 2 743.0 m²,
— usable area: 6 523.0 m²,
— volume: 32 672.0 m³.
Structure:
— the foundations: the flooring of the poles on the base alloys of the concrete walls was made under the walls,
— cellular walls: mixed masonry mostly of full ceramic brick, locally from concrete blocks,
— aerial part walls: ceramic bearing walls of solid brick, casing walls of cell concrete blocks, plastered on both sides,
— partitions: of full brick, plastered,
— ceilings: prefabricated Akerman type, prefabricated plate roof on ribs. Lateral ceiling system.
5. Design assumptions.
The planned investment shall include:
(a) the extension of the eastern part in the form of a self-contained concrete structure;
(b) superstructure of the western part on a separate steel structureö
(C) reconstruction of an existing part – inter alia, the penetration of benches and foundation feet, alteration of the stairway at the auli, vertical insulation of external walls, exchange of c.o. and T.p.;
(D) thermomodernisation of the building envelope – wall insulation;
(e) heat the roof and replacement of roof covering;
(F) adapting the facility to the use of disabled persons;
(g) adapting the facility to the applicable fire-fighting regulations;
(H) replacement of installations: mechanical ventilation and air conditioning, water-to-channel and fire protection. (hydrant installation, smoke detectors)
(I) the replacement of electrical, teletechnical and specialised installations, lightning;
(J) the power supply of the transformer station;
(K) refurbishment of the band, footpaths, parking spaces and access roads within the building, together with the rainwater network;
(L) guaranteed power supply.
6. The contracting authority shall exclude the building from operation for the duration of the works.
7. The contracting authority intends, within 14 days of the date of conclusion of the contract:
Provide the site (construction site) related to external works, i.e. insulation of walls, ceilings, cell walls and other external works.
8. The building will be handed over to the Contractor in full.
Detailed guidelines on the date of delivery of the building and the scope of the works on the basis of which the Contractor will draw up a material and financial schedule will be sent to the Contractor no later than the date of signature of the contract.
The final scope and quantity of the different stages of the work will be agreed between the Contracting Authority and the Contractor.
9. In view of the specific nature of the works to be carried out, the Contractor must ensure the presence on the construction site of the building manager and the works managers of the various sectors – every working day from at least 7:30 to 15:30 hours. On other changes, the Contractor must designate persons responsible for supervising the works carried out.
10. The scope of the works related to the refurbishment of an existing building may change following the discovery of elements of the building that are not currently available during the implementation of the investment. Any changes to the arrangements adopted will be made in the framework of copyright supervision.
11. The Contractor shall be responsible for:
— securing the power supply, for construction purposes,
— water security for the purposes of the construction and the part of the building remaining in use,
— protection during the superstructure of the western part of the building after the ceiling has been demolished above the ground floor of the cellars in which the cold stores are located before rainwater flooding.
12. The contractor will close the construction site at its own cost and will lead the site to a proper condition (full cleaning-up) along with the cleaning-up of the adjacent areas.
13. The contractor must ensure that all materials remaining after the construction and installation works are processed, disposed of and/or stored in an ‘environmentally friendly’ manner (if possible again used), which means that the Contractor is obliged to comply with the Waste Act (Journal of Laws 2013, No 0, item 21 as amended) and follow the National Waste Management Plan.
14. The contractor of the construction works must comply with the obligations of the waste producer under Article 17, paragraph, before starting construction works which may result in the generation of the waste. 1, points (1) and (2) of the Waste Act of 14 December 2012 (Journal of Laws 2013, No 0, item 21 as amended) and thus obtain a decision approving the hazardous waste management programme and submitting information on the non-hazardous waste generated and how it is managed.
15. The Contractor must transfer the waste generated to authorised firms holding a licence to carry out activities relating to the collection, recovery or disposal of certain types of waste. The transfer of waste by the contractor to an authorised consignee should be confirmed in each case on the waste transfer card (the model of transfer cards and waste records is set out in the Regulation of the Minister for the Environment of 8.12.2010 on model documents to be used for the purposes of registering waste – Journal of Laws 2010 No 249, item 1673) insofar as required by generally applicable rules.
16. The contracting authority requires a minimum of five years’ quality assurance period for the subject-matter of the contract, including the materials used, and for installed equipment a guarantee of 36 months (in the case of a manufacturer’s guarantee of more than 36 months, the warranty period indicated by the manufacturer of the equipment applies). This guarantee covers at least 3 warranty reviews included in the price of the offer to ensure that the equipment is operated without fault. The guarantee will be counted from the date of signature of the final acceptance report of the subject of the contract.

18. Where own names (standards, approvals, technical specifications, trademarks, patents, origin) of devices, products or materials appear in the documentation, the Contracting Authority shall accept materials or devices equivalent to technical, qualitative and technical characteristics
and not less than indicated. Alternatively, the names indicated by the Contracting Authority are intended to determine the quality of the performance, the class of the product and serve to establish a standard, but do not refer to a specific product or manufacturer.
18.1. A contractor relying on an equivalent solution described by the Contracting Authority must demonstrate that the materials, products and equipment they offer meet the requirements laid down by the Contracting Authority (Article 30. 5 of the PPL).
18.2. Where materials, equipment or equivalent products are offered, the contracting authority reserves the right to request from the Contractor samples of the material, equipment or equivalent product offered, appropriate documents describing the technical and quality characteristics, certificates or other documents authorising the materials, equipment and products to be used in question, making it clear that they are equivalent.
19. Additional information for economic operators:
19.1. The contracting authority instructs the Contractor to carry out an inspection of the local building and its surroundings in order to ascertain the state of the building, the conditions for carrying out the works and any difficulties and logistical arrangements in order to take them into account in the price of the tender;
19.2. The contractor shall evaluate the tender at its own risk and responsibility;
19.3. The Contractor shall bear all costs relating to the preparation and submission of his tender and all related documents;
19.4. The Contractor shall be responsible for taking due care of the content of the tender documents and for obtaining reliable information on terms and conditions and obligations which may in any way affect the value or nature of the tender or the execution of the works;
19.5. The contractor is required to carry out the full range of works, as set out in the project documentation, legal provisions, technical knowledge and works, in order to achieve the final result specified by the subject matter of the contract;
19.6. The contracting authority may cancel a procurement procedure if funds from the budget of the European Union and non-reimbursable funds from aid granted by Member States of the European Free Trade Agreement (EFTA) which the contracting authority intended to use to finance all or part of the contract have not been awarded to it and the possibility of cancelling the procedure on that basis is provided for in the contract notice, in an open tendering procedure, in accordance with Article 93(1). 1a of the PPL Act
