The Health Protection Agency is looking to carry out a joint research project with an external organisation. The proposal is to develop evidence-based guidance for the use by public health professionals and emergency responders in the emergency preparedness and response to acute chemical and radiological incidents and fires. This project will investigate methods of estimating indoor exposure to chemicals and radiation from major incidents. During chemical and radiation events, initial sheltering advice is given by emergency services and public health officials. This advice is precautionary as sheltering in place is known to be an effective way of reducing exposures. However, sound evidence-based science on the effectiveness of sheltering has significant evidence gaps. This project will allow a specialist review of the impact of major releases of contaminants, taking into consideration outdoor dispersion in urban areas, building exposure, ventilation, infiltration and attenuation. The indoor exposure is dependent on external pollutant concentrations, type and rate of pollutant infiltration into buildings and indoor losses of contaminants by various routes. At present there are no rapid methodologies publically available for quantifying indoor public exposure and evaluating its acceptability during major incidents, based on the information typically available during such incidents. There is little guidance for emergency responders and public health professionals on the relationship between indoor exposure and shelter/evacuation decisions. This research project is to develop the evidence base to underpin shelter and evacuation decisions during chemical and radiation incidents. The project is required to develop tools and guidance for emergency responders and public health professionals.
