The Landbetrieb Daten und Information Rheinland-Pfalz (LDI), based in Mainz and a branch office in Bad Ems, operates, on behalf of the Land Rhineland-Palatinate, a nationwide network of authorities (rlp-Netz), a comprehensive WAN network infrastructure consisting of fixed connections for secure communication by the public sector bodies in Rhineland-Palatinate with central internet and DOI crossings.
The rlp network is a ubiquitous, highly accessible, high-perform communication network which serves the data communication of the Rhineland-Palatinate Land administration and connects more than 450 departments. The rlp network currently has a backbone with an installed speed of up to 1 GBit/s, which can be extended if needed. The main network nodes Mainz, Koblenz, Trier, Kaiserslautern and Ludwigshafen are the transition points to the lower network segments. 330 Endlocations shall be connected within the rlp network as PTP (point to point) fixed links to Ethernet technology with bandwidths from 2.5 to 100 Mbps with an availability of at least 99.2 %. The connection is made regionally to the respective backbone nodes, either directly or via so-called collectors. Ethernet switches are available to hand over the lines. 120 end-locations are connected to the rlp network via an IP VPN Layer 3 platform with bandwidths up to 20 Mbit/s via a central node in the LDI. Ethernet also serves as a handover. The availability levels are defined here as at least 98.5 %. In addition, a small number of sites are also covered by radio connections in the country. Network management and monitoring of operational parameters shall be automated and proactive through a network management system and remote monitoring of network components by the LDI. Rhineland-Palatinate’s data communication must also be implemented and ensured in accordance with needs in the future. The basic architecture, a MPLS backbone with the designated BR sites and a wiped Layer 2 feeder network should be maintained as far as possible in the future. Customer-specific separation in MPLS VPNs as well as the encrypted point-to-point communication via IPsec shall also be ensured. This also applies to the IP VPN Layer 3 platform. The services required for implementation will be divided into Lots 1 to 3. IT security (availability, confidentiality and integrity of communication), QOS and service support agreements play an essential role. Lot 4 of this invitation to tender includes the provision of the hardware and operating software needed to operate the rlp network at the approximately 450 sites, including maintenance and maintenance. The operation of all active network components requested under Lot 4 shall be fully and definitively managed by the LDI. The tenderer must provide the necessary hardware and operating software, to cover replacement and new needs and to ensure the maintenance of the components. It is up to the tenderer to fulfil the requirements by including the existing hardware and operating software or by fully replacing them. In any case, end-to-end standardisation of the hardware used in terms of manufacturer and model shall be granted per purpose.
The hardware in question consists of: Backbone Router Huawei NE40 series Switche (backbone sites, collector sites) Huawei Series S5700, S3928 Access Router Huawei Series 29xx, 46xx Security Gateway encryption devices) Juneper Series SRX100, SRX220, SRX240, SRX650, SRX1400, SRX3600, SRX3600 The LDI expects a strong and convincing offer in terms of future procurement, service, service and maintenance.
It should be noted that the operation of the rlp network was subject to BSI certification (ISO 27001). The LDI (as the operator of the rlp network) has acquired the certificate and the LDI has a strong interest in keeping this certificate in the future. As a result of the call for tenders, the LDI expects a significant improvement in the following aspects: — Reduction in operating costs – consistently good or increasing connectivity quality – high availability of individual connections – high level of security. In addition to making transmission channels available in Rhineland-Palatinate, the subject of the tender/negotiated procedure may also cover the connection of allocation located in other Länder or abroad.
