Description

Oulun Tilapalvelut (Oulu Facility Services) tendered the supervision of civil engineering works, moisture management and safety coordination tasks as a restricted procedure and as an electronic tender below the national threshold, and the initial value of the procurement was 49.000,00 € (VAT 0%). Following the start of construction work during the demolition phase, a significant change affecting civil engineering work has been observed, which also affects the number of necessary monitoring and coordination services. The amount of contaminants under the structures is significantly higher than is known from the studies. The removal of harmful substances has had to be carried out in places where it has been impossible to assess them and, due to the situation on the site, they have had to be carried out on a back-to-back basis. Siporex ingots on the exterior walls proved to be of poor quality, due to which the scope of repair work on the exterior walls changed significantly. The structural thicknesses of the bases, and in some intermediate bases, have not corresponded to the original plans, but have been structurally different The site's general schedule will be delayed by approximately five months due to the above-mentioned changes. Despite careful preparation, the contracting entity has not been able to predict the amount of consultation needed, and the change has been exceptionally surprising. The need for changes and their impact on the schedule have been identified with sufficient precision during December 2025, which means that the number and price of the remaining supervisory and coordination tasks can only be determined now. Due to the additional tasks of monitoring and consultation services, the value of the related procurement will exceed the national threshold (Goods, services and design contests) of EUR 60.000 VAT 0% laid down in Section 25 of Act 1397/2016 on public procurement and operating contracts. If the procurement is based on a consultancy agreement binding on the City of Oulu and its responsibilities, the direct procurement is justified. The necessary monitoring and coordination services shall be carried out without delay in order to avoid further delays in the overall schedule of the project or the interruption of construction works. Interruption of construction work would have a significant additional cost effect, for example, based on the General Terms and Conditions of the Construction Contract. Competitive tendering for the remaining consultancy tasks is not in the economic interest of the City of Oulu. The necessary additional monitoring and coordination tasks are carried out during the work phases of the previous assignment, so it is not possible to differentiate them over time. The workload is also influenced by the activities of the contractors and the client's need to carry out control work, which is challenging to anticipate and thus almost impossible to obtain possible joint tenders. It is justified to commission the necessary consultations on an hourly basis in accordance with the actual workload and actual results. The estimated total value of the acquisition is 69.800,00 € (VAT 0%) Text automatically translated in your browsing language Automatically translated
