Description

The city of Bad Krozingen, represented by Mayor Volker Kieber, is planning to expand or renovate the Johann-Heinrich-von-Landeck-Schule. Against the background that the Werkrealschule will leave the existing school network with the Johann-Heinrich-von-Landeck-Schule from the 2025/26 school year and will be merged with the Max Planck Realschule at the same time, the all-day operation at the elementary school Landeck is to be taken up in elective form by the 2026/27 school year at the latest. The application for conversion into a full-time school is to be submitted to the Government Presidency by 1 October 2025 in order to allow a smooth start to the 2026/2027 school year. In order to enable all-day operation, the school must be extended by additional rooms. The architectural competition includes the planning and realization of the new building of a canteen with care rooms on the school extension area as well as the successive reconstruction of the existing building. The project is to be supported by federal and state programmes. An optimal connection to the existing building is sought, whereby the focus is in particular on the connection of the existing building to the canteen. Overcoming the long distances within the school grounds is a central challenge in order to create a harmonious overall structure. The room program for the conversion to a full-day school has already been determined. The overall concept for the Landeck school provides for a uniform appearance, which is characterized by wood and a warm materiality. In addition, it should take into account a child-friendly orientation system as well as pedagogical requirements. Currently, it is criticized that the school is not perceived as a coherent ensemble. This challenge is to be solved by the architectural competition. A central requirement is to develop a child-friendly orientation system that runs through the entire school and is implemented in particular in the existing building. Particular attention is paid to the pedagogical concept, which includes classrooms, common rooms, specialist rooms, service rooms, premises for the pedagogical staff/administration and the canteen. The construction of a cafeteria is indispensable due to the planned participation of more than 300 students in the lunch catering. In addition, additional rooms are needed for the care of all-day and half-day students as well as for the out-of-time care. The aim is a harmonious integration of new building and existing building, which meets the requirements of the pedagogical concept and creates a child-friendly environment. The creation of a uniform overall picture as well as the consideration of sustainability aspects are also of great importance. The procedure is carried out as a negotiated procedure (according to the VgV) with integrated competition for implementation. The upstream participation procedure according to § 17 VgV is open to all interested parties. To participate in the competition, the promoter will select three offices in advance. On the basis of the participation procedure, seventeen other participants will be selected and invited to submit tenders to process the task and subsequently to submit tenders, so that the competition task will be processed in the sum of twenty offices. The competition is conducted in a single phase. The evaluation is anonymous. In the subsequent VgV procedure, optimization proposals for the drafts are made on the basis of the recommendation of the price court as well as the submission of tenders. The evaluation of the submitted works is carried out by a prize court. The result of the prize court shall be taken into account in the overall evaluation in accordance with the criteria set out in point 9.2. At the end of the prize court meeting, the promoter will enter into a negotiated procedure with the prize winners in accordance with § 80 VgV and then award the contract. In principle, the promoter intends to award the service phases 1 - 8 of the property planning, buildings, interiors and outdoor facilities. One for the property planning, buildings, interiors and outdoor facilities takes place initially for the performance phases 1 to 4 and after the granting of the building permit at least with 60 % of the performance phase 5 (e.g. lead details). The commissioning of further service phases is optional, whereby the promoter reserves the right to award these to another company. There is no legal claim to the transfer of all service phases.
