Description

A manual frequency spectrum analyser designed to measure the technical parameters and location of aeronautical radio malfunctions of type XT-452U8, IAS 3 and XT-458 receivers, together with the provision of user training. 5.
2. Specific operational and technical requirements:
1. Manual frequency spectra analyser
1.1 Essential Equivalency Criteria for a manual frequency spectrum analyser;
1. The minimum width of the frequency range to be analysed shall be at least 10 kHz to 3 GHz;
2. The required resolution is regulated in the range of at least 10 Hz to 3 MHz, the resolution filter band (RBW, VBW) defined at a down (level) of – 3 dB;
3. The minimum range of amplitude measurement shall be at least between – (minus) 80 dBm to + (plus) 20 dBm;
4. An acceptable non-destructive power input level greater than + (plus) 22 dBm;
5. The minimum operating range of the tracking generator shall cover at least the 10 MHz to 3 GHz band;
6. The analyser functionality required shall have an integrated (built) tracking generator and pre-amplifier for analysis of low-power signals and shall be capable of at least:
— measurement of noise factor*), output power, modulation depth, harmonic distortion of radio stations of type XT-452U8,
— measurement of the power of pulsed signals in a channel,
— measurement of the power in the adjacent channel,
— measurement of the modulation of pulsed signals, modulated spectrum of pulsed signals,
— measurement of signal directional power,
— measurement of band occupancy,
— specrogram analysis,
— the recording of the data in the internal memory and on memory cards,
— demodulation of AM and FM signals,
— automatic positioning of specrogram markers,
— transmission of data by LAN or USB connector (data reading and control).
7. Average noise level displayed (without pre-amplifier) with a standardised resolution of RBW = 1 Hz in the analysed frequency range higher than 10 MHz:
— less than –/minus/100 dBm.
8. Average noise level displayed (pre-amplifier) with a standardised resolution of RBW = 1 Hz in the analysed frequency range higher than 10 MHz:
— less than -/minus/120 dBm.
9. Phase noise for 100 kHz carrier offset:
— less than -/minus/95 dBc (1 Hz).
10. Level measurement uncertainty – less than or equal to 1 dB
11. The required functionality of the detector detector shall be capable of at least:
— measurement of maximum and minimum signal values,
— automatic location of the peak of the signal,
— measurement of the rms RMS value,
— sample the signal amplitude.
12. The required characteristics of the power supply -Supply shall be made from an replaceable battery that guarantees an analyser uninterrupted operating time of not less than 3 hours.
— power supply for charging a battery installed in a 230 V analyser and a 12 V car socket.
13. Display functionality required is a display with a diagonal measurement greater than 6’, colour, made with LCD or TFT technology, with a resolution of at least VGA
14. Maximum weight – less than 4 kg with battery
15. The additional equipment required for the analyser shall be equipped with at least the following elements:
— a set of directional power sensors covering at least the 30 MHz to 3 GHz band**),
— a set of isotropic antennas comprising at least the band from 500 kHz to 3 GHz, capable of manually producing the field strength of the probe directly connected to the analyser, by measuring the voltages X, Y, Z at selected frequencies,
— 2 impedance transformers comprising the band from 0 to 2.7 GHz, 50 Ω/75Ω, bidirectional,
— a set of not less than 2 SD cards with a total capacity of not less than 4 GB,
— software on CD and cable for collaborating with a computer,
— 230V outboard mains charger for the battery, with a 12V car adaptor,
— additional user battery,
— headphones,
— instrument transfer case, separately for the analyser and separately for isotropic antennas. The analyser case shall be made in the form of a hard transport suitcase resistant to mechanical injury.
*) The contracting authority accepts an analyser without automatic noise factor measurement function provided that the measurements shown in the attached diagram are guaranteed.
(Annex 1.A), by measurements using an additional external signal generator.
**) The procurer requires a set of directional power sensors to be able to measure radio power that is capable of operating with additional power amplifiers. Therefore, the upper operating range of directional power sensors shall not be less than 200 W. The contracting authority shall allow directional power sensors operating in the range (30mW)300W.
3. Additional requirements for manual spectrum analyser with tracking generator:
1) The Contractor will provide a guarantee and guarantee service for a minimum period of 24 months from the date of acceptance indicated in the acceptance report (the terms of guarantee specified in the contract).
(2) The Contractor shall provide the post-guarantee service and the supply of spare parts for a minimum of five years from the date of expiry of the guarantee period referred to in point 1 above.
(3) The item supplied must meet all technical and quality requirements and be new, unused and not repaired, manufactured in 2011. It is permissible to deliver the contract object produced in 2010 provided that it is the latest manufacturer.
4) The Contractor shall provide each copy of the equipment with a guarantee card in Polish, a manual of use (technical) in Polish and English.
5) The Contractor will provide two eight-hour training courses, in groups 6, for a total of 12 users, with an interval of 1 month, on the rules governing the use and use of the subject-matter of the contract to measure the technical parameters of the XT-452U8 radio station, IAS 3 and XT-458 receivers.
6) The training programme should include two hours of instruction and 6 hours of practical training at the premises of the Military Unit in Poznań and the Military Unit in Dęblino. Military units for training purposes will emit XT-452 and M3SR radios.
It is up to the Contractor to separate the remaining equipment and equipment necessary for the training.
7) The training programme will be drawn up by the Contractor and will be delivered to the Contracting Authority within 5 days of the date of signature of the contract. The programme will be subject to approval by the superior entity of the Contracting Authority – Head of the Air Force Command and Communications Management Board. The Contractor shall immediately inform the Contracting Authority of the approval of the programme or any proposals for its modification made by the authorising officer. Copies of the approved programme will be forwarded by the Contracting Authority to the military units in which the training will be carried out and to the military units from which the training will be directed.
(8) The calibration (calibration) certificate issued by a national or foreign measurement laboratory which performs and documents calibration results in accordance with the requirements of PN EN ISO/IEC 17025:2005 (or equivalent) and can demonstrate that measurements are consistent with the relevant national metrology institutes’ or state benchmarks, together with the delivery of the equipment.
4. Relevant provisions of the Agreement:
1) Time limit for performance of the contract – up to 60 days from the date of signature of the contract.
Performance of a contract means:the supply of frequency spectrum analysers in the specified locations in accordance with the detailed technical and operational requirements of the Contracting Authority set out in.
The specifications of the essential terms of the contract, confirmed by the Contracting Authority in the minutes of acceptance of the transfer and the training provided in accordance with the approved programme.
(2) Deadline for payment – up to 30 days from the date of receipt of the invoice by the Contracting Authority.
