The contract covers services for the preparation of technical and economic documentation – Feasibility study phase for ‘Extension of land transport through the development of urban and metropolitan train services in the Iași Metropolitan Area’, in accordance with the regulations in force and the Call for Proposals Guide PT/114/PT_P6/OP2/RSO2.8/PT_A19 – Metropolitan trains in urban nodes (ERDF) The contract is divided into 4 main activities: Activity 1: Preliminary analysis of transport infrastructure and development potential of urban / metropolitan train services Activity 2: Elaboration of the technical and economic documentation for the Feasibility Study phase in accordance with Government Decision No 907/2016, as subsequently amended and supplemented, and Government Decision No 1116/2023 Activity 3: Elaboration of the necessary documentation for the acquisition of the development elements of the metropolitan train infrastructure and services Activity 4: The feasibility study will identify and present the optimal investment option for the development of efficient, competitive and successful railway services in the metropolitan area: 1. integrated planning of new stopping points on the basis of mobility needs identified in and around urban development areas; 2. upgrading the existing local access infrastructure by arranging or building new stopping points to ensure connection with residential / industrial areas, with nodal transport points - public transport by car, cyclists, pedestrians, etc.; 3. identification of Park & Ride locations around the stopping points, both from a technical-economic and operational point of view, taking into account the need to ensure the full interoperability of the railway infrastructure The purpose of the requested services is to develop the technical-economic and urbanistic documentation (SF, the documentation required to obtain the environmental permit, the documentation for the expropriation of the land, if applicable, studies and related specialized expertise) for the realization of a metropolitan rail service. The overall objective is to provide the Contracting Authority with the best solution for the execution of the infrastructure related to the core network of the metropolitan transport system, both technically and economically, within a certain period of time, within budget, in accordance with quality, environmental and labour standards. The purpose is to establish the documents and / or activities that the designer must develop / execute according to the execution schedule in order to finally deliver the Feasibility Study (FS) in accordance with the legislation in force at the time of performance of the services, including obtaining the permits, authorizations and certificates necessary for carrying out the investment, as well as the financing application and the tender documentation for the next phase of implementation of the investment.
