Description

Public transport services in the Ostrobothnia region under a route-based concession agreement. In this invitation to tender, a route-based concession refers to a concession contract in accordance with Regulation (EC) No 1370/2007 of the European Parliament and of the Council (Service Contract Regulation) and the Act on Transport Services (320/2017), which is drawn up for the purpose of managing scheduled public transport services planned by the subscriber. The content of the right of use is defined in the attached document "General terms and conditions for EPO ELY's concession traffic as of 2 June 2025". (hereinafter referred to as the General Terms and Conditions). The transport services covered by this concession are granted an exclusive right under the Public Service Contract Regulation by means of a separate administrative decision (PSA exclusivity decision) in exchange for the discharge of public service obligations, with the exception of the connection between Pietarsaari and Sursik Skola.
