Description

The procurement is a concession contract in accordance with Chapter 11 of the Special Sectors Procurement Act (Act on Procurements and Concessions of Entities Operating in the Water, Energy, Transport and Postal Services Sectors 1398/2016). Concessions are subject to the provisions of Chapter 11 of the Special Sectors Procurement Act. According to Section 109 of the Special Sectors Procurement Act, concession contracts must follow a procedure that complies with the general principles of Section 3 of the Special Sectors Act. The target of the acquisition is a multi-vendor network of points of sale that provides the support services required for the sale and download of HSL cards and HSL QR tickets and sales services. In addition, ticket sales in nearby municipalities and large cities in Finland are possible. The objective of the tendering is a model in which the selected suppliers have equal opportunities to price their services to end-users, in which case HSL does not pay a fee to the supplier for the sale of tickets, but the supplier collects its possible fee from the end-user. The tenderer is required to have the technical capability to integrate the POS system with HSL's ticketing system. A framework contract will be concluded with several suppliers. On the basis of the invitation to tender, the contracting entity will select a maximum of 3 suppliers if there are tenders from so many suppliers in accordance with the invitation to tender. The contract does not give the selected suppliers the exclusive right to provide services. HSL may supplement the sales network as separate acquisitions where the threshold will be below the threshold for concessions, if justified by the urban structure, customer segments or service concept. It may also be justified by the fact that a geographical area cannot be considered to have a sufficient number of ticket offices or that I am one of them. Customer segments can be based on e.g. tourists, traffic hubs (e.g. ports, stations) or special service concepts for demanding customer groups.
