Description

Gegenstand dieses Verfahrens ist die Vergabe eines Vertrags über die Erbringung von Sicherheitsdienstleistungen für die Außensicherung des Landtags Nordrhein-Westfalen (NRW) sowie zugehöriger Gebäude. Der Vertrag wird für eine Laufzeit von höchstens 40 Monaten geschlossen. Das Gebäude "Platz des Landtags 1" in Düsseldorf ist Sitz des nordrhein-westfälischen Landesparlamentes. Der Bedeutung des obersten Verfassungsorgans des Landes Nordrhein-Westfalen entsprechend, sind die Anforderungen an den Schutz des Gebäudes und der darin tagenden Verfassungsorgane sowie ihrer Besucher hoch. Die zu gewährleistenden Sicherheitsstandards müssen die Repräsentationswirkung des Hauses und den Anspruch der Bürgerinnen und Bürger des Landes NRW, mit den von ihnen gewählten Abgeordneten in Kontakt treten zu können, berücksichtigen. Das ausgewogene Verhältnis zwischen "Sicherheit" und "Offenheit" stellt an einen Sicherheitsdienstleister besondere Anforderungen, auch im Hinblick auf die besonderen Anforderungen an das von ihm eingesetzte Personal.
