The task of the Tenderer is to support the tasks performed by the Contracting Authority, as detailed in the various task packages below, by means of an integrated, complex, Hungarian-language administrative IT system supporting the sub-tasks of the management of parking operation described in this document (hereinafter: provision of the system. The system includes software enabling the execution of a complex system of tasks related to street inspections and surcharge findings, which is able to handle valid waiting permits, as well as tasks related to the payment of surcharges or the collection of surcharges in debt management procedures. The tenderer is responsible for supplying the complex parking management, control and operation IT system meeting the requirements set out below, installing, maintaining and operating the individual software elements, i.e. fully operating them, updating them in an automated manner, and providing the necessary training to the staff of the Contracting Authority. 1.2. During the term of the contract, the bidder is obliged to comply with the parking operation legislation (30/2010. (VI.4) Budapest General Assembly Decree), daily between 7.00 a.m. and 22.00 p.m. (hereinafter: Operating time) shall be available on a continuous basis, in which case it shall start the repair of the fault via a remote connection no later than 1 hour after the eventual notification of the fault, or it shall start the repair of the fault on the spot no later than 3 hours. Errors shall be rectified after their notification and at the latest by the start date of the day-ahead Operating Time. Error reporting may take place through an appropriate error reporting system, if the tenderer has one, but if it does not have one, by sending an e-mail to the e-mail address provided by the tenderer at the start of the service. The tenderer shall provide the central hardware and software environment (central server(s), database management system, operating system(s) of the server(s)) necessary for the performance of the tasks, either on the premises of the Contracting Authority or with the help of an equivalent cloud service, unless it accepts the central hardware and software environment provided by the Contracting Authority, which is described in Annexes 1 and 2. The Contracting Authority shall ensure, maintain and update the protection of the system firewall, if the central hardware and software environment is not provided by the Bidder, with settings complying with the Bidder's instructions and ensuring compliance with the provisions of the Contract and this Technical Description. The tenderer must provide a system in which the contracting authority, as the data controller, is able to process personal data in the course of its use in accordance with the General Data Protection Regulation (GDPR) 2016/679 of the European Union (hereinafter: GDPR) and Act CXII of 2011 on Informational Self-Determination and Freedom of Information (hereinafter: (Info. trv.) in accordance with its requirements set out in Section 2(2).
