Description

Pursuant to Section 7 of the Land Circular Economy Act (Landeskreiswirtschaftsgesetz, LKrWG), the public waste management bodies (örE) of the Land of Rhineland-Palatinate draw up a balance sheet on the preparation for re-use, recycling, other recovery and disposal of the waste sent to them, indicating its nature, quantity and whereabouts. These balance sheets are to be combined annually into a national waste balance sheet ("municipal waste balance sheet"). According to § 8 LKrWG, the Central Office for Special Waste draws up an annual balance sheet on the type, quantity and whereabouts of hazardous waste ("Special Waste Balance Sheet"). Settlement and special waste balances are summarized annually as "Landesabfallbilanz Rheinland-Pfalz" and published as a joint work by the Rhineland-Palatinate Mi-nisterium for Climate Protection, Environment, Energy, and Mobility (MKUEM). Furthermore, the "waste management profiles of the public waste management bodies" are compiled and published annually as Annex 1 to the state waste balance sheet and a "disposal plant catalogue" as Annex 2 to the state waste balance sheet. Against this background, the State Office for the Environment of Rhineland-Palatinate (LfU) intends to commission a suitable service provider with the preparation of the "Rhineland-Palatinate Land Waste Balance Sheet" for the financial year 2025 to 2027, or, if the one-off extension option is used, with the preparation of the "Rhineland-Palatinate Land Waste Balance Sheet" for the financial year 2028. The following documents are to be understood as the basis for the performance at issue here and can be found in Annexes 1a to 1c: - "Landeswastebilanz Rheinland-Pfalz 2023" (Annex 1a) including the - "Waste management profiles of the public waste disposal agencies Rhineland-Palatinate 2023" (Annex 1b) and the - "Waste disposal plant cadastre for municipal waste 2023" (Annex 1c). The LfU attaches particular importance to the graphical representation of the results in the tables, maps and illustrations. The cards must be created by the contractor using appropriate computer programs, such as RegioGraph or similar. Box plots shall be used for the presentation of statistical distributions.
