Setting and emptying baskets in the city of Kalisz in 2026 and 2027.
1. The subject of the contract is the provision of a service for setting up and emptying baskets in the city of Kalisz in 2026 and 2027, and then transporting collected municipal waste to the installation. 2. The subject of the contract was divided into 4 lots, i.e.: 1) Part I of the contract – concerning the setting up and emptying of street baskets in the city of Kalisz in sector I – the characteristics of the sector are set out in an annex to the FTZ entitled: ‘Summary of streets in sector I and in the ‘Schedule for emptying street baskets set up in the city of Kalisz in sector I’, 2) Part II of the contract — concerning the setting up and emptying of street baskets in the city of Kalisz in sector II — the characteristics of the sector are set out in an annex to the FTZ entitled: ‘Summary of streets in sector II and in the ‘Schedule for emptying street baskets set up in the city of Kalisz in sector II’, 3) Part III of the contract — concerning the setting up and emptying of street baskets in the city of Kalisz in sector III — the characteristics of the sector are set out in an annex to the FTZ entitled: ‘Summary of streets in sector III and in the ‘Harmonogram of emptying of street baskets set in the city of Kalisz in sector III’, 4) Part IV of the order – concerning the setting and emptying of baskets located at bus stops in the city of Kalisz, the characteristics of the parts are included in the annex to the SWZ in the ‘Harmonogram of emptying of stop baskets set in the city of Kalisz. 3. The detailed scope of work and the frequency of performance of the service are set out in the annexes to the FTZ, i.e. the schedules drawn up for each part, the draft contract (relevant for Parts I to IV) and the annex to the FTZ entitled: Description of the subject-matter of the contract Standards of performance of the contract entitled ‘Setting and emptying baskets in the city of Kalisz’, which define the quality standards for the performance of the service, the Contracting Authority’s expectations, contractual penalties and the conditions for determining the correctness of the performance of the service. 4. The service will be provided in accordance with the schedules (including the list of locations and the frequency of provision of the service) annexed to this FTZ: Part I – the number of street baskets set is 174, giving 64.249 emptyings (including 400 intervention/additional emptyings); Part II – the number of street baskets set is 345, giving 66,519 emptyings (including 40 intervention/additional emptyings); Part III – the number of street baskets set is 269, giving 45,374 emptying (including 40 intervention/additional emptying); Part IV – the number of stop baskets set is 300, giving 46.030 emptying points (including 100 intervention emptying points) – at the net unit price for setting and emptying in PLN given in the tender form. Note: In the case of events, events, significant pollution, which the contracting authority could not have foreseen, the contracting authority shall notify the emergency emptying of the baskets, which the economic operator shall perform within 12 hours of receipt of the notification. Due to the specific nature of the contract, the contracting authority cannot guarantee the number of intervention applications. The minimum scope of the contract is set out in the draft contract. 5. The estimated quantities of emptying to be transported (in pieces) are set out in the table set out in point 1 of the ‘Tender Form for Part I; II; III; IV;’ The quantities indicated in the Offer Form are estimated quantities and the Contractor will settle with the Contracting Authority according to the actual amount of waste baskets emptied and delivered to the municipal installation. 6. The collection and transport of waste will be carried out in accordance with applicable law, in particular the Act of 27 April 2001. Environmental protection law, the Act of 14 December 2012 on waste, the Act of 13 September 1996 on maintaining cleanliness in municipalities and the regulations implementing these acts. 7. The order for all Parts will be executed on the following dates: 1) The execution of the order will start from the date of conclusion of the contract (but not earlier than from 01.01.2026), and the completion of the order will take place on 31.12.2027 or on the date when the amount indicated in §5 sec. 3 contracts – whichever occurs first. 2) The term of the contract may be changed in the cases described below, in particular if the contracting authority exercises the right of option. The contractor is obliged to place the baskets in the locations indicated in the annexes to the FTZ by 2.01.2026 at the latest, so that from 5.01.2026 it can start the service of emptying baskets 8. A detailed description of the subject of the contract and the other conditions for the performance of the contract can be found in the FTZ and its annexes. 9. The Contracting Authority provides for the possibility of awarding contracts referred to in Art. 1 point 7 of the Public Procurement Act with a value not exceeding: 1) for Part I - not exceeding PLN 39,944.00 net, 2) for Part II - not exceeding PLN 69,884.00 net, 3) for Part III - not exceeding PLN 47,669.00 net, 4) for Part IV - not exceeding PLN 67,323.00 net. The contracts referred to above will consist in the repetition of similar services to those covered by the subject-matter of the basic contract. These contracts may be awarded when it is beneficial for the Ordering Party or when there is a need to perform them. In addition, these contracts may be awarded after adequate financial resources have been secured to finance the contract. These contracts will be awarded at unit flat-rate prices applicable in the contract for the basic contract or, if this is not possible, on terms negotiated by the Contracting Authority and the Contractor.
