Description

The JobCenter Essen intends to award the measure "practical year u19" to the public from 01.09.2025. The measure referred to in Paragraph 16 of the SGB II in conjunction with Paragraph 45(1), first sentence, point 1, concerns the pre-accession to the training and labour market and the identification, reduction or elimination of barriers to placement. This involves the implementation of low-threshold offers in advance of training, qualification and employment for young people and young adults, with manifold and serious obstacles (multiple problems), which are therefore not yet eligible for successful qualification even in the context of pre-vocational training measures (§ 51 SGB III), in order to motivate and gradually introduce them for vocational qualification. The aim of the measure is to motivate these young people for vocational training, including through the pedagogical principle of the production-oriented approach, and to gradually introduce them to the training and labour market. In addition, participants should be given the opportunity to obtain their secondary school diploma in grade 9 by attending a vocational school. The measure is divided into cooperation in selected production areas over three days and two days of vocational education. The focus is on career orientation and qualification. Furthermore, the acquisition of the secondary school diploma is an objective of the measure. The practical year u19 is intended to gradually introduce young people to the goal of integration into the labour market and to do so as practically as possible. The number of participants is 40. However, there is a base amount for the minimum participant places in the amount of 20, these are fixed remuneration even if occupancy of less than 20 places. From the 20th place, only the occupied places will be paid. The place will be paid for the full month, even if the participant was only present on one day in that month. Due to the provisional budgetary management of the Federal Government in accordance with Article 111 of the Basic Law and the associated regulation that no commitment appropriations may be entered into in 2026, the contract may only be concluded until 31.12.2025. Therefore, the contract will be put out to tender with a duration from 01.09.2025 to 31.12.2025, with the proviso that once the budget has been decided, the measure can be extended to the 12 months, i.e. by the period from 01.01.2026 to 31.08.2026. This is not an option draw, but an extension of the existing contract to the necessary term. No cost increases are taken into account. The lot and price sheet has been adjusted accordingly. The target group of the practical year includes young people with a lack of vocational qualification and multiple problems who are not eligible for a standard offer of vocational preparation (e.g. pre-vocational training, entry-level qualification), but who show a recognizable willingness to work and learn. Upon entry into the measure, they have fulfilled their full-time compulsory education and usually have not yet reached the age of 19. Young refugees can also be assigned if they have sufficient general German language skills - usually language level B1. As a rule, an integration course of the Federal Office for Migration and Refugees (BAMF) was previously taken, which concludes with a language examination on the language level B1 according to the European Framework of Reference. For the participants, the measure must not replace the aim and intention of pre-vocational training (BvB). This group of people should be able to transition to vocational training as early as possible. Text automatically translated in your browsing language Automatically translated
