UK-Hertford: daycare services for handicapped children and young people

HCC CONTRACT REF: HCC1003713 Hertfordshire County Council (hereinafter referred to as the Council) has reviewed its provision of residential short breaks for disabled children as part of the national Aiming High for Disabled Children programme. The Council is committed to an increase in the range and volume of provision across the county. As a result the Council is seeking an organisation to provide residential short breaks for disabled children, including those in groups A and B below Group A: Children and young people with Autistic Spectrum Disorder (ASD) who have an additional impairment, such as severe learning disabilities and children with challenging behaviour which is associated with other impairments. Not all children on the Autistic Spectrum will require specialist additional residential short break services. Group B: Severely disabled children and young people with complex health needs, including those with life-limiting conditions, the technology dependent child those requiring palliative care; and those with moving and handling needs that will require equipment and adaptations. The Residential Short Breaks (RSB) service will be provided from a newly refurbished six bedded unit in West Hyde. This service will, through a transition period, replace three existing residential short break units, therefore it is the Council’s view that TUPE will apply. The contract will begin in April 2011 with the development of the Hub commencing at the same time and the direct delivery of RSB service due to start in June / July 2011. The Provider should be able to recruit and manage suitably trained staff with Enhanced CRB checks. The Provider must have suitable levels of insurance, health and safety and fire certificates/policies and procedures. The Council is seeking to commission the services of a suitably experienced provider with a proven record through a clear service specification and contract. This will involve prospective providers taking part in this procurement / tendering exercise. The contract period will be for five (5) years with the possibility to extend this by an additional two (2) years. The 5 year value of this contract is expected to be approximately 3 250 000 GBP at 2009/10 prices. Should tender bids exceed the allocated budget for this service the Council has the discretion whether or not to Award contracts. Please be advised that during the tender process the following contract reference will be quoted on all documents and correspondence: HCC1003713 Please refer to Pre – Qualification Questionnaire (PQQ) which states all Pass/Fail elements The award criterion for this agreement will consist of a Price/Quality split, Price 40 % and Quality 60 %, this will be broken down further within the tender documentation should you be successful through to the tender stage.
