Grants are awarded to undertakings for the implementation of the OP. The 4 managing authorities in the Netherlands decided to use 1 software programme to process grant applications and grant awards. For this purpose, a standard software package has been purchased by the Province of Noord-Brabant in the past and customised to add functionalities. The managing authorities have decided to develop new customisation on the basis of this standard software and the customisation already developed. This development foresees that the 4 managing authorities will be able to implement the operational programme more effectively and efficiently. In addition, managing authorities want to use a Document Management System (DMS) through licences to be delivered on the existing ICT infrastructure of the Contracting Service. The Contractor shall make existing customised work combined with the standard software package suitable for use by all managing authorities. In addition, the Contractor will have to provide maintenance and support for the Maatwerk already developed and the Maatwerk still to be built for a minimum period of 4 years. The Maatwerk will in any case be extended to include the so-called digital grant application phase. The contractor will also have to provide a Document Management System for the creation of a digital file using standard software.
The contractor will be required to provide maintenance and support on the Maatwerk already built, as well as the customised work to be carried out by the Contractor and the Document Management System to be delivered, by means of a zero hours SLA, with the Contractor being assigned, at the request of the Contractor, to carry out corrective maintenance. There and above, the Contractor will, at first request, adapt the customised work and the Maatwerk to new and/or amended laws and regulations, as well as to changes in the standard software package. This will be specified in the Programme of Requirements and Wensen which will be annexed to the Tender Document.
