1.1. The subject of the contract is the provision to the Ordering Party of Contract Engineer services consisting in technical, administrative, financial management, administrative and legal support (including acting as an Investor Supervision Inspector within the meaning of the Construction Law) for the project planned by the Ordering Party for the Construction of a heat pump unit using waste heat from urban wastewater from the Central Sewage Treatment Plant in Gliwice carried out as part of the task ‘Construction of an effective heating system using RES together with a heat storage facility PEC-Gliwice Sp. z o.o. 1.2. The scope of services includes: a) Analysis, evaluation and presentation of necessary amendments to the Functional and Utility Program (PFU) provided by the Ordering Party and execution of the Financial and Material Investment Schedule (HRFI); b) Preparation of tender documents, e.g. (Specification of the Terms and Conditions of the Order, Draft Terms and Conditions of the Contract) in order to select the General Contractor in accordance with the principles of the Public Procurement Law Act of 11 September 2019; c) Supporting the Ordering Party during the selection procedure of the General Contractor, by preparing answers to the submitted questions by the Contractors, verifying the submitted offers for the possibility of carrying out the Investment on the basis of the assumptions presented in the offers, including the technical and legal assessment of the offers; d) Organizational preparation of the Investment within the scope of obligations on the part of the Ordering Party, including conducting coordination meetings with, among others, the General Contractor and other meetings related to the Investment; e) Conducting, on behalf of the Contracting Authority, control and supervision of the task of Construction of a heat pump unit using waste heat from urban wastewater from the Central Sewage Treatment Plant in Gliwice, carried out as part of the task "Construction of an effective district heating system using RES with heat storage PEC-Gliwice Sp. z o.o.", obtaining an occupancy permit and their commissioning, taking into account the commissioning of collectors and heat storage with their installations for each stage of the Investment separately, including participation and supervision of load tests according to the scenarios specified by the Designer (analysis and assessment of results, recommendations and supervision of non-compliance removal by the Contractors), f) Current reporting periodic settlement and final settlement of investments with co-financing institutions, e.g. Banks, NFOŚiGW.
