Description

The subject of the contract is the execution of complete design documentation (hereinafter referred to as documentation) together with obtaining the opinions, arrangements and administrative decisions required by the provisions of construction law, and performing author's supervision with a division into 3 tasks. The documentation should include (for all tasks ): 1.construction project in the scope taking into account the specificity of construction works. 2.Executive design 3.Assessment document containing: a) Investor's estimate made in accordance with the Regulation of the Minister of Development and Technology of 20 December 2021 on the determination of methods and bases for preparing an investor's estimate, calculation of planned costs of design works and planned costs of construction works specified in the functional-utility program (Journal of Laws 2021, item 2458), (b) The volume of works, which should include a summary of the basic works expected to be carried out in the technological order of their execution, together with a detailed description or an indication of the grounds establishing a detailed description and an indication of the relevant technical specifications for the execution and acceptance of the works. A list and summaries of the number of units of pre-measure basic works indicating the method of calculation of pre-measure items (c) Technical Specification for the Execution and Acceptance of Works (STWiOR) should be attached in the form of annexes, as a detailed elaboration for a given task (construction facility) and containing sets of requirements that are necessary to determine the standard and quality of construction work performance, the use of materials and technology and the rules for receiving and assessing the correctness of the execution of individual works. The STWiOR should contain only elements relating to a specific task, taking into account the course of the task implementation process (including: the sequence of works, requirements regarding technology and materials, the method of inspection and acceptance of essential elements of facilities or abortive works) and with the complete elimination of general standards, regulations and tables, the knowledge of which is not necessary for the implementation and supervision of a specific construction work, d) The documentation will be provided in three copies in a paper version. In addition, the Contractor will provide electronic documentation in .pdf, .dwg format for the drawing part (containing at least drawings of the situational plan in the PUWG 1992 coordinate system) and .docx and .xlsx (for the descriptive part) on an electronic medium. 4. Catalogue of administrative decisions and other documents necessary to obtain: a) Decision on the environmental conditions of the investment (including the possible execution of an environmental impact report), b) Decision on the conditions of development and development of the site (if required), c) Notification of works in areas of forms of nature protection (not required in the case of the preparation of the Environmental Impact Report) , d) Water law decision, e) Declaration of the body responsible for monitoring Natura 2000 areas (the so-called Environmental Impact Report). Attachment No. 1), f) Declaration of the Water Management Authority (the so-called Water Management Authority) Annex 2), g) A final decision on the building permit or confirmation of the lack of grounds for objecting to the submitted notification of works. h) Obtaining other permits, arrangements or opinions of other authorities required by special regulations. 5. Author's supervision – performing author's supervision at the request of an investor or an architectural and construction administration authority in the scope of: a) Agreeing on the possibility of introducing alternative solutions to those provided for in the project, notified by the construction manager or investor supervision inspector. 6. Design documentation should be prepared in accordance with: Project Implementation Manual – Annex 2.1 7. The design documentation must be based on: a) the Public Procurement Law Act (Journal of Laws 2023, item 1605, as amended) b) the Construction Law Act of 7 July 1994 (Journal of Laws 2024, item 725, as amended), c) the Regulation of the Minister for Infrastructure of 2 September 2004 on the detailed scope and form of the design documentation, technical specifications for the execution and acceptance of construction works and the functional and utility programme (Journal of Laws 2021, item 2454, as amended), d) the Regulation of the Minister for Development of 11 September 2020 on the detailed scope and form of the construction project (Journal of Laws 2021, item 2280, as amended), e) the Regulation of the Minister for Infrastructure of 23 June 2003 on safety and health protection information and the health and safety plan (Journal of Laws 2003, No 120, item 1126), f) The documentation should be prepared taking into account the documents in force in the State Forests – in accordance with Annex 2.2 to the FTZ, the internal regulations of the State Forests (g) The designer's basic duties include the activities specified in the Construction Law Art. 20. 8. The subject of the contract is divided into the following stages: a) Stage I – execution of the design concept - presentation of preliminary design solutions (minimum of two variants) together with a preliminary estimate of costs - no later than 60 days from the date of signing the contract with the Contractor, including 5 working days for the Contracting Authority to select the appropriate concept b) Stage II – execution of complete documentation together with obtaining a final decision on the construction permit or confirmation of the lack of grounds for objecting to the submitted notification of works up to 460 days from the date of approval of the conceptual version; c) Stage III - performing author's supervision in the scope of compliance of construction works with documentation - from the date of commencement of construction works uninterruptedly until the final acceptance and obtaining the usufruct permit, but not longer than until 31 December 2028
