1. Subject-matter of the contract: ‘Design, execution of construction and exercise of author’s supervision during the construction of the residential building stock of the MILANOVTSI Owners’ Association, with address: Svishtov, 15 Todor Milanovich Str. 2. Description of the subject of the contract: The subject of the contract includes the following activities: 2.1.Development of an investment project in the ‘Working project’ phase for the implementation of the most effective package of energy-saving measures for the building, which achieves a minimum energy consumption class ‘B’ while complying with the package of energy-saving measures (ESM) proposed in the technical and energy audit and ensuring an accessible environment in the building for people with mobility difficulties in accordance with the requirements of Regulation No RD-02-20-2 of 26 January 2021 laying down the requirements for accessibility and universal design of the elements of the accessible environment in the urban area and of the buildings and facilities of the multi-family residential building located at: Svishtov, 15 Todor Milanovich Str. 2.2. EXERCISING AUTHORISATION SURVEILLANCE during the execution of construction and installation works in accordance with the requirements of Article 162(2) and (3) of the Spatial Planning Act. 2.3.Performance of the construction and installation works of the multi-family residential building in the town of Svishtov in accordance with the detailed investment project drawn up by the Contractor and approved in accordance with the relevant procedure. The following main construction and installation works are planned: -Measure for energy saving B1: Thermal insulation of walls – The measure includes laying thermal insulation from EPS with a thickness of 120 mm and λ=0,035 W/mK and turning around the windows with 20 mm XPS with λ=0,03 W/mK – 331,9 m2; -Measure for energy saving B3: Thermal insulation of roof - The measure includes laying thermal insulation of mineral wool with a thickness of 100 mm and λ=0,035 W/mK for roof Type 1 and laying thermal insulation of XPS with a thickness of 100 mm and λ=0,03 W/mK for roofs Type 2 – 221,18 m2 . -Measure for energy saving B4: Thermal insulation of the floor - The measure includes the laying of thermal insulation by XPS with a thickness of 100 mm and λ=0.03 W/mK – 130.8 m2 on the basement walls above ground level and the replacement of garage doors. -Measure for energy saving B5: Replacement of joinery - The measure includes the replacement of joinery of a wooden and metal frame with a new glazing of a PVC frame with a maximum heat transfer coefficient U=1.4 W/m2.K – 83.62 m2. -Energy saving measure C12: Lighting installation – The measure provides for the replacement of lighting fixtures in the common areas of the building with new, energy-saving and controlled by motion and light sensors – 6; -Measures to improve access for people with mobility difficulties - Implementation of construction and assembly works to improve access for people with mobility difficulties to the entrance doors of 1 block section. The construction is the fourth category, in accordance with Article 9 of Regulation No 1 of 30 July 2003 on the nomenclature of types of construction and letter ref. No VT-1524-02-720/10.06.2016 of the Head of the National Construction Control Directorate in Sofia. The detailed requirements for implementation are in accordance with the Technical Specification, an integral part of the documentation for participation. The contracting authority will conclude a framework agreement only with a participant who meets the selection criteria and whose tender meets the pre-announced conditions. The framework agreement will be concluded with one person, the participant ranked first and designated as the contractor. The Framework Agreement sets out all the conditions.
