Description

The Municipality of Tervola (‘the Client’) requests tenders for planning and expert services under a framework agreement for the contract period from 1 August 2025 to 31 December 2027. The object of the procurement is planning and expert services related to the Client's operations, which are mainly carried out on a time charge basis and separately agreed on a project-by-project basis. The acquisition also includes one (1) one (1) year option period for the period 1 January 2028 to 31 December 2028. The exercise of an option is a unilateral right, not an obligation, of the Subscriber. The procurement is divided into the following eight (8) independent areas: 1. Main and architectural design 2. Structural design 3. HVAC design (heat, water, air and automation design) 4. Electrical design 5. Base structure design 6. Fire engineering design and expert services 7. Street and municipal engineering 8. Expert and planning services for land use and land use planning NOTE! If the tenderer wishes to offer its services in more than one area, a separate tender must be submitted for each area. The procurement is carried out as a framework agreement, which means an agreement between the Contracting Entity and several suppliers for each area separately. In this framework agreement, a maximum of four (4) service providers will be selected for each sub-area in the order of the comparison criteria of the tenders. Orders based on a framework agreement (procurements) are made in accordance with the terms and conditions set out in the framework agreement and the selection procedure described in the separate section Description of the procedure. However, this framework agreement does not create a quantity purchase obligation for the Contracting Entity and the Contracting Entity does not commit to certain procurement volumes during the contract period. The projects covered by the framework agreement may vary in terms of content, scope and costs, including small expert tasks and studies, as well as larger planning entities. However, a single order under this framework agreement shall not exceed EUR 50 000 (VAT 0%) in value . The work related to the framework agreement mainly concerns properties and areas owned or managed by the Contracting Entity in the Tervola municipality. The project-specific objectives, content and scope are always defined separately in each project in connection with the assignment. The client reserves the right to decide on a case-by-case basis whether to use the procedure provided for in this framework agreement for the procurement of services by the design and expert. In determining the estimated value of the procurement and in applying the thresholds, the applicable Act on Public Contracts (Act on Public Contracts and Concessions) is fully complied with, including provisions on the division of the procurement into lots. However, all procurements or design entities serving a single project whose total estimated value (total for all necessary design areas) exceeds EUR 50 000 (VAT 0%) will always be put out to tender separately outside this framework agreement following an appropriate procurement procedure. Even in smaller procurement entities, the Contracting Entity may, at its discretion, decide to tender the design separately.
