1.1 The subject of this procurement procedure is the negotiation of a Framework Agreement. 1.2 The subject of public contracts awarded on the basis of the Framework Agreement is the provision of advisory services to the Contracting Authority in the area of: (a) the preparation of the technical parts of the tender documentation, including the elaboration and justification of the draft technical qualification (proposal of professional criteria/requirements for contractors) and other technical conditions of the contractor's participation in the tender for IT systems; (b) the provision of professional advisory services in the context of procurement procedures, in particular in relation to the clarification of the technical part of the tender specifications, the assessment of the technical qualifications of suppliers, the assessment and evaluation of suppliers' bids in technical areas and the assessment of compliance with all other technical conditions for participation or conclusion of the contract in the procurement procedure; (c) project management of the preparation of the procurement documents as a whole, including management and control of the timetable for the preparation of the procurement documents; (d) project management during analysis, design, implementation, testing, deployment and go live; (e) project management of the implementation of projects for the supply of IT systems, including management and control of the implementation schedule; (f) supporting the process of data migration, in particular from the temporary EDC to the EDC IS; (g) ensuring support for and in testing; (h) support for live deployment; (i) support in the implementation of the next generation of the system; (j) preparation of business assignments, including the analysis of the legal obligations of EDC by Act No. 458/200 Coll., as amended, and the collection of requirements from existing system users, including the definition of benefits, individual use-cases and process settings. It also includes checking the compliance of the supplied go live solution with the applicable legislation and the EDC Regulations, including proposals for resolving any identified inconsistencies; (k) the above activities may also be used for other downstream systems and activities within the EDC. This means consulting and support in the area of preparation, implementation and operation of IT systems, such as draft business specifications, technical specifications, target concepts, preparation of tender documentation and evaluation of tenders, management of implementation projects, testing, acceptance, deployment, post-production support for the operation and operation of IT systems, etc. (hereinafter referred to as “Advisory Services”).
