Description

In 2018, the Danish Parliament adopted the Act on experiments with social free cards, which entered into force on 1 January 2019, after which vulnerable citizens can be searched for a social free card. Social frikort has now been made permanent, cf. Act 616 of 11 June 2024, which entered into force on 1 January 2025. The authority for the law is the Ministry of Social Affairs and Housing. The purpose of the law is that citizens with special social problems have the right to receive a social free card. The tax-free card must allow vulnerable citizens to earn DKK 41,280 tax-free per calendar year (2024 level) by ordinary and unsubsidised work for companies, public authorities, etc., without the income being deducted from dependency benefits or other income-dependent public benefits. The social card must thus give the most vulnerable citizens in society better opportunities to participate in society's communities, contribute and experience value in everyday life. It is also intended that the Social Free Card will encourage companies to take social responsibility by engaging vulnerable citizens. According to the Act, KOMBIT is responsible for operating the system support on behalf of the municipalities. KOMBIT therefore offers the permanent management of the Social Free Card system for 6 + 2 years.
