Description

The procurement includes two interlinked items: On the one hand the purchase of already existing planning services (inventory planning) including the necessary rights of use and on the other hand the entry into already existing planning contracts. The planning services to be acquired, if any, are approximately 80% complete. The subject of the previous planning is in particular a route study, ground surveys and an environmental assessment in preparation of a planning approval procedure. The section in question is an approximately 78 km long line in the Bunde - Sande area. The Open Grid Europe (hereinafter: OGE), a transmission system operator for natural gas, initially planned the construction of the new pipeline under the name NRL II. This is part of the hydrogen core network. The new project promoter AquaDuctus leads the project under the name HYSAB. Several engineering offices were commissioned to plan the management, but the work was interrupted about twenty months ago and removed from OGE's project portfolio. The question now arises about the adoption of the planning documents already prepared and the entry into already existing planning contracts. Within the framework of the market exploration, insights are to be gained in particular on the following topics: The planning documents are approximately 80% complete. Numerous exploratory work was carried out. For this purpose, approximately 200 drillings were also carried out on land owned by private owners who, at least as far as we know, have not given their consent to re-drilling. For the preparation of the complete planning documents by a qualified engineering office, geotechnical reports from specialist companies are required, among other things. So far, however, the information required for this only exists in the form of raw data. OGE has rights of use for these raw data and can hand them over to AquaDuctus for a fee by means of a direct award. The complete planning documents are required until 01.01.2027, so that the planning approval procedure can be carried out in Q2/2027. Subsequent identification of the planning documents is therefore not possible.
