RECOVERY OF DEBTS OF PARTICIPATED LOCATORS AND CIVIL INVESTIGATIONS FOR TWO-SEVER HABITAT
This consultation concerns a framework agreement with purchase orders for the recovery of the debts of tenants who have taken up housing in the Deux-Sèvres Habitat park and the carrying out of civil investigations. Deux-Sèvres Habitat manages 9035 (scalable) housing units spread over the Deux-Sèvres department and attached to four agencies: Niort, Thouars, Bressuire/Cerizay and Saint Maixent L'Ecole/Parthenay. In 2024, out of 811 departures: - 468 households left in arrears (rents and rental repairs) - average debt of 3400 Euros - total amount of 976 887 Euros. The description of the services and their technical specifications are set out in the Specific Technical Specifications. The contract takes the form of a framework agreement with purchase orders setting out all the contractual stipulations concluded without a minimum and with a maximum with an economic operator. The framework agreement shall be concluded for a period of 48 months from its notification.
