Description

The object of the procurement is Saimaa's auxiliary icebreaking services. Icebreaking services are mainly produced in the Saimaa deep waterway area. Icebreaking services are provided to all ports of the 4.2 m deep waterways in Saimaa, depending on the traffic situation. These are Lappeenranta, Joutseno, Ristiina, Imatra, Savonlinna, Puhos, Joensuu, Varkaus, Kuopio and Siilinjärvi. By separate agreement, icebreaking services may be provided temporarily outside the area in such a way that transports in the Saimaa area are secured. Icebreaking service refers to assisting vessels in ice, towing them and ensuring traffic safety and related traffic control. The tasks described may be wholly or partly simultaneous. The icebreaking service requires the Service Provider, among other things, to steer the vessel and navigate the pilotage area, as well as to communicate with the assisted vessels and to use the application or procedures notified by IBNet or the Contracting Entity to replace it. The entire operation, navigation and maintenance of the vessel shall be carried out under the supervision and direction of the Service Provider and its master, officers and crew. The icebreaking service is provided as agreed, however, so that the master of the vessel has the right to decide whether the vessel can operate safely. The icebreaking service also includes cooperation with ports, charterers, vessel traffic control, pilots and other parties providing icebreaking services, as well as the Customer. The service provider must pay particular attention to the transmission of traffic and driving data to VTS centres, as well as the transmission of ice data via the IBnet system. In terms of pilotage, the icebreaking service includes normal measures, such as silencing, stopping and waiting at the winter pilotage site, assistance work affecting the continuation of the journey and/or possible fairway rectifications. In addition, in special circumstances, icebreakers must assist Finnpilot Pilotage Oy or another party providing the pilotage service in accordance with the Customer's more detailed instructions.
