Act-by-act publishing in European Official Gazettes - Survey 2022
The Information and Communications Technology revolution represents one of the major disruptive factors of the last decades. It has completely shaped the future perspective of any public and business sector. In addition, the main peculiarity of this major transformation is its improving and changing nature, introducing both new opportunities and challenges.
In this sense, the transition done by the Official Journal of the European Union, from a paper to a digital edition, represents a perfect example to understand both the relevance of the phenomenon, and the impact that it had on publications of legal authentic acts. The exploitation of new technologies has followed a systematic approach to achieve a faster and more flexible way to publish acts, speeding up the entry into force of urgent laws and a transparent access for all citizens. This trend now is going to reach a major point of change with the adoption of the act-by-act process that will change the way the Publication Office of the European Union publishes laws since the beginning of the Official Gazettes of the European Communities in the 50s of the last century.
Therefore, this report aims to frame the topic of the act-by-act publication process, with a brief analysis of the challenges and benefits based on the experience of the countries belonging to the European Forum of Official Gazettes, which have implemented it. The analysis will show the main results of the survey and some additional hints for the future technological developments.
