Context

As data supply grows bigger, there is increasing demand for actionable data visualisation for the public sector. Data visualisation provides a more powerful and intuitive approach than the traditional ways of presenting data and information.

This conference will explore the state of the art and trends in the field and provide an outlook on the use of data visualisation in the public sector. It will also be a forum to discuss the potential of data visualisation in addressing some of the public sector’s specific needs, such as evidence-based policymaking, in order to better serve citizens.

 

Objective and scope

EU DataViz 2019 is an international conference addressing for the first time the specific needs of the community engaged in data visualisation for the public sector in Europe, bringing together experts, professionals and solution seekers. It will be held on 12 November 2019 in Luxembourg.

The conference will offer participants the opportunity to:

• acquire new knowledge and skills on data visualisation techniques;
• exchange experience and best practices;
• showcase data visualisation projects in the public sector and beyond;
• learn about emerging trends and innovative initiatives.

 

The conference programme will feature:

• inspirational plenary speeches;
• parallel workshops and thematic sessions;
• an exhibition of stands and posters.

The conference will cover a range of subjects, such as data visualisation for communication purposes (data storytelling, infographics), data exploration and data quality, as well as tools and best practices.

 

Target audience

Over 350 participants dealing with data visualisation for public administrations are expected to attend this event, namely:

• staff of EU and national public administrations;
• researchers and academics;
• data visualisation professionals, data journalists and graphic designers.

The conference is supported by the ISA² programme of the European Commission.

The conference plenary and parallel sessions may be recorded by the organisers and the videos will be published on the YouTube channel of the Publications Office and on the EU DataViz 2019 website, along with the supporting materials (e.g. presentations, posters).

We are looking for speakers and exhibitors interested in sharing their experiences, knowledge or successful project(s) in the field of data visualisation. We encourage potential contributors to consider and address how their contribution could be adapted by the public sector to better serve citizens. Contributors are welcome from the worlds of professional data visualisation, academia, journalism, EU institutions and national public administrations and organisations. Domain-specific contributions (e.g. those relating to geospace, healthcare, climate) are also accepted, to facilitate learning from others’ experiences across different policy and application areas.

Potential topics related to data visualisation which we intend to address include, but are not limited to:

• data exploration via data visualisation;
• data presentation and storytelling;
• data quality and its impact on data visualisation;
• data visualisation in public administrations;
• data visualisation in science or journalism, presenting complex topics to broader audiences;
• data visualisation state of the art and trends;
• infographics.

Plenary speech

Goal	Plenary speeches should address topics pertinent to the state of the art and the latest developments in data visualisation and related matters, and aim to foster best practices, broaden the audience’s knowledge of data visualisation and provide inspiration.
Duration	30-45 minutes (including questions and answers)
Number of slots in the agenda	Up to five

 

Workshop or thematic session

Goal	The goal of the workshops and thematic sessions is to provide a forum for sharing knowledge and experience, as well as for discussing key questions and challenges in the domain of data visualisation. Proposals should cover a more precise data visualisation topic, such as visualisation of a specific data type, specific approaches to visualisation, etc. The format can be: interactive workshops based on a specific challenge to be explored with and by the group in a hands-on, participatory manner; thematic sessions focused on sharing experiences with a specific area of data visualisation.
Duration	75 minutes (including questions and answers) Shorter proposed contributions (e.g. presentation of a project) could be grouped together thematically by the Programme Committee.
Number of slots in the agenda	Up to eight - Up to four workshops or thematic sessions will run in parallel at the same time.

 

Exhibition stand or poster

Goal	The goal of the exhibition is to present successful initiatives and projects on data visualisation in both the public and private sectors. an exhibition stand: the organisers can supply a table and two chairs; a poster. Exhibitors are expected to be present at the stands and posters during the breaks. Exhibitors will not be charged a fee.

EU DataViz is free of charge and there is no fee for the exhibition of stands and posters.

EU DataViz will provide travel and accommodation reimbursement for contributors of plenary speeches and workshops (except staff of EU institutions).

The accepted contributors are automatically registered to the conference.

1 — Submission deadline for contributions

Contribution proposals (for providing a plenary speech, workshop, thematic session, exhibition stand or poster) should be submitted using the Call for contributions submission form or by sending the submission form in Section 9 via email to op-eu-dataviz@publications.europa.eu by midnight on 16 June 2019.

All submissions will be evaluated by the Programme Committee according to the evaluation criteria set out below.

 

2 — Notification of selected contributions

All participating contributors will be notified about their selection via email by 19 July 2019.

 

3 — Submission of final contribution

The selected contributors should share a refined draft of their contribution (presentation, workshop outline, poster, etc.) by midnight on 15 October 2019.

Final versions should be submitted by 6 November 2019.

 

4 — Final conference in Luxembourg

The contributors will present their plenary speech/workshop/exhibition stand/poster at the final conference on 12 November 2019 in Luxembourg.

The abstracts submitted will be evaluated by the Programme Committee, according to the following criteria.

Any questions and answers relevant to all potential contributors will be published on the EU DataViz 2019 website.

Intellectual property and copyright

If contributors wish to use pre-existing material, they must guarantee that they have obtained all the necessary authorisations in order for such material to be used according to the rules described above.

All material submitted will remain the property of the contributor but the plenary and parallel sessions may be recorded and published on the YouTube channel of the Publications Office and on the EU DataViz 2019 website. Supporting materials (e.g. presentations, posters) will be published on the EU DataViz 2019 website.

The EU institutions, agencies and bodies will be allowed to mention, describe and promote on their channels (websites, social media, press releases, etc.) the contributions with due reference to the author, without providing the latter any further economic compensation.

 

Processing of personal data

All personal data contained in the contribution shall be processed in accordance with Regulation (EU) 2018/1725 of the European Parliament and of the Council of 23 October 2018 on the protection of natural persons with regard to the processing of personal data by the Union institutions, bodies, offices and agencies and on the free movement of such data, and repealing Regulation (EC) No 45/2001 and Decision No 1247/2002/EC.

Such data shall be processed by the Publications Office solely in connection with the conference, as well as a possible transmission to the bodies (e.g. Court of Auditors) in charge of a monitoring or inspection task in accordance with European Union legislation.

Contributors may, upon written request, gain access to their personal data and correct any information that is inaccurate or incomplete. They should address any questions regarding the processing of their personal data to the Publications Office via the contact email indicated in the call for contributions. The contributors may, at any time, lodge a complaint against the processing of their personal data with the European Data Protection Supervisor.

On the EU DataViz website the Publications Office will publish the name of the contributors, their short CV, their locality, their job description and their social media accounts. Contributors may request that the Publications Office withhold such a publication if disclosure risks threatening their security and safety or if it could harm their commercial interest.

 

Sole liability of the contributors

Neither the Publications Office nor its partners may be held responsible for any claim relating to the activities carried out by contributors in the framework of the conference.

Neither the Publications Office nor its partners shall be held liable for any damages caused or sustained by any of the contributors, including any damages caused to third parties as a consequence of or during the implementation of the activities related to the conference.

 

Applicable law and competent jurisdiction

The conference is governed by the applicable European Union law complemented, where necessary, by the law of the Grand Duchy of Luxembourg. The General Court or, on appeal, the Court of Justice of the European Union, shall have sole jurisdiction to hear any dispute between the EU and any contributor concerning the interpretation of the rules of this call for contributions if such a dispute cannot be settled amicably.
