The European Commission, DG EMPL is undertaking the ex post evaluation of the European programme for Employment and Social Innovation (EaSI) and the final evaluation of the European Progress Microfinance Facility (EPMF), which this study feeds into. It assesses EaSI and the EPMF against the evaluation criteria of effectiveness, efficiency, relevance, coherence and EU added value. The period of analysis spanned the implementation periods of the programmes: 2010-2020 for the EPMF and 2014-2020 for EaSI, but also took into account ongoing activities that had not yet ended by the end of 2020. EaSI was effective in achieving its objectives and contributed to the Europe 2020 strategy and the European Pillar of Social Rights. EaSI was also a relevant tool to support the implementation of the EU policy agenda and was flexible enough to respond to changes therein. EaSI had a high added value because it enabled cross-fertilisation of ideas and common analysis across the EU, and made funding for social experimentation projects possible in countries where there was no alternative source. The EPMF was highly relevant when it was introduced, was effective in increasing access to microfinance, and was highly appreciated by beneficiaries.
