Chapter 19 of the EU-Canada Comprehensive and Economic Trade Agreement (CETA) requires the Canadian central government (referred to as the “federal government” in Canada) and sub-central governments (including Canada’s provincial, territorial and municipal governments) to treat EU suppliers of goods and services in an open, transparent, and non-discriminatory manner when they participate in many types of public procurement.
