Directive (EU) 2019/633 (hereinafter, “the Directive”) was introduced to address unfair trading practices (hereinafter, UTPs) in the agri-food supply chain that grossly deviate from good commercial conduct. It aims at ensuring protection from UTPs to weaker suppliers against stronger buyers. This study intends to support the European Commission’s own evaluation of the Directive, due by 1 November 2025, through the assessment of the effectiveness, efficiency, relevance, coherence and EU added value of the Directive. The assessment concluded that the Directive has been moderately effective in preventing and combating UTPs and very effective in promoting a fairer business culture in agri-food supply chains. These achievements entailed costs that can be considered at least proportionate to the benefits; the Directive was also found to be still relevant for addressing the original intervention needs, and no conflicts or inconsistencies with other relevant EU interventions and initiatives were identified. The Directive has finally contributed to creating EU added value by granting a minimum level of protection from UTPs to suppliers across the EU and by promoting improved awareness about UTPs.
