This study provides a comprehensive cost-benefit analysis of the Public Procurement Directives – Directives 2014/23/EU, 2014/24/EU, and 2014/25/EU – covering the period from 2014 to 2024 across the EU27, excluding the United Kingdom throughout the entire period.1 Commissioned by the European Commission’s Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW), the study aims to assess the efficiency and quality of public procurement procedures as shaped by the Public Procurement Directives. The Public Procurement Directives were introduced to harmonise procurement rules across Member States, promote transparency and competition, and support broader policy objectives such as sustainability, innovation, and SME participation. This study evaluates the extent to which the Directives have achieved these aims, focusing on both the costs incurred by Contracting Authorities (CAs) and Economic Operators (EOs), and the benefits derived from improved procurement outcomes. The analysis follows the European Commission’s Better Regulation Guidelines and builds on the 2011 baseline study to enable a comparative assessment. It supports the Commission’s broader evaluation of the Public Procurement Directives in view of potential future revisions, contributing to evidence-based policymaking for a more effective and inclusive procurement framework
