Much is expected of higher education in addressing the challenges facing policy makers in the countries of the European higher education Area. Higher education institutions are expected to equip their graduates with the competencies needed to successfully enter a volatile labour market, and more importantly to maintain their employability throughout their working lives. Higher education graduates
are looked on to provide a positive impulse to the European economy and society in terms of the creativity, innovation, and entrepreneurship needed to ensure economic growth, to boost the innovative capacities of societies, and to keep up with rapidly changing knowledge and technologies. Higher education should also promote engaged citizenship and democratic values, such as tolerance, openness and critical thinking, and thus contribute to higher levels of social cohesion and trust. Additionally, higher education is increasingly being called on to increase its transparency, in order to enhance young people’s ability to make effective educational choices, and to promote international mobility. Such mobility is regarded as a powerful means to add to intercultural understanding, but also to expand competencies and work options of graduates, and to achieve a better allocation of highly skilled labour across the EU. In order to fully achieve these policy goals, it is crucial to have access to high quality data that is comparable across European countries.
