The aim of this study is to provide the Commission with an economic analysis of options it has identified for the development of the EU Disaster Response Capacity. This analysis will be used by the Commission in its impact assessment related to a Communication currently scheduled for November 2010. According to the terms of reference the study shall provide qualitative and quantitative estimates of costs and benefits of the identified options in economic (primarily monetary and human resources) terms for the Member States, EU institutions and the EU as a whole. These estimates will include those arising from synergies of joint action. The study shall not deal with political or other implications of the various options.
