The European Commission’s Health Emergency Preparedness and Response Authority (HERA) is seeking to acquire a COVID-19 supply chain mapping capability that provides a picture of Europe’s COVID-19 medical supply networks to allow building supply chain resilience and managing supply chain risks. In a future health crisis, the capability will allow HERA to suggest possible interventions and help ensure the supply of medical products and devices to improve the EU’s emergency response. The report assesses three options for HERA to acquire such a capability: (i) have a platform designed and built in-house, (ii) procure the mapping capability as a service and (iii) a hybrid combination of the two. The study recommends strongly procuring a fully outsourced analyticsas- a-service to be delivered securely over the web using the latest digital and cloud technology. The managed service offers cost savings of around EUR 5M or 25% on the in-house option, while coming online at least 12 months earlier since the services provider can leverage existing solutions. Additionally, the service provider would take on all risks relating to the technology, delivery, cost and security for a complex, unproven and costly initiative. Finally, outsourcing would allow the service to extend to supply risk sensing and intervention advice.
