This inception report provides the overview on how a project would be managed in order to achieve the predefined goals. The CARDS 2004 - Croatia project targeting the 'Assessment of national priorities for metrology and conformity assessment' has as a main objective formulating a strategic document that would define the priorities in the metrology field on a national level. The result of this process, including needs analysis and impact study, would offer an objective assessment of the Croatian technical needs in areas defined as priority ones. Finally, this is meant to offer solid ground for the future decisions on investment policy to be based on.
