Final report : smart specialisation Community of Practice (S3 CoP)

Smart Specialisation Strategies (RIS3) are key instruments for promoting innovation driven growth in European regions. They support strategic investment in areas of competitive strength and societal need, offering a structured approach to aligning research, innovation and economic transformation. For the Moravian-Silesian Region (MSR), the RIS3 strategy for 2021–2027 aims to steer the region’s transition towards a sustainable, diversified and innovation based economy. It seeks to build on MSR’s industrial legacy, address structural challenges and seize emerging opportunities to become a “smart and green” region by 2030. Achieving this vision requires an impact oriented and adaptive RIS3, supported by a robust Monitoring and Evaluation (M&E) system. The main objective of this report, developed under the Smart Specialisation Community of Practice (S3 CoP), is to support the establishment of such an M&E system and ensure that it becomes an integrated tool for policy learning, strategic alignment and evidence based decision-making.
