This is the first of three surveys examining roaming costs charged by Mobile Network Operators and Mobile Virtual Network Operators in the Western Balkans economies with more than 20 million subscribers in total. This study took place in June 2020 to provide a benchmark for a further round of wholesale changes and changes in the maximum surcharge as stipulated by the "Agreement on the price reduction of the roaming services in public mobile communications networks in the Western Balkans region". Two further examinations will be carried out in Q4 2020 and Q3 2021, closely following the defined deadlines in the roaming agreement for lowering of the roaming tariffs. Data collection has been done using an OECD methodology based on six ‘baskets’ of services required when roaming, requiring different amounts of calls, SMS and data. Information is collected for subscriber tariffs for pre-paid and post-paid subscribers.
