This report represents the Genocide Prosecution Network’s continuous focus on contributing to the legal response to and prosecution of FTFs and female returnees. It builds on its 2020 report which highlighted the importance of prosecuting FTFs, not just for terrorism-related offences but also as perpetrators of core international crimes. This report further contributes to the efforts of national authorities to ensure that all crimes committed by ISIS members and other affiliate terrorist groups are prosecuted, to achieve full criminal accountability and to deliver justice for victims.
