The objective of this evaluation is to analyse the long-term contribution of selected environmental major projects to economic development, quality of life and well-being of citizens, and environmental sustainability. The evaluation addresses five criteria (project relevance, coherence, effectiveness, efficiency and EU added value) through a consistent use of retrospective CBA and qualitative analysis. Findings show that environmental major projects contribute to the achievement of Cohesion policy’s core goals by supporting economic growth and competitiveness and by protecting and improving the environment. They also contribute to increasing compliance with the EU environmental acquis. Through major projects, Cohesion policy strengthens administrative capacity on environmental legal and institutional matters, particularly by means of technical support. Forecasting capacity of future demand emerges as a problematic determinant of project performance, especially in its impact on project design and ultimately on effectiveness and efficiency. The fact that individual projects are implemented under a unified and sector-specific framework allows to achieve EU-wide environmental effects that could not have been reached otherwise. At the same time, this framework offers a chance to promote innovative investments. If projects are conceived as occasions to experiment solutions having a demonstrative value and enabling knowledge transfer, EU added value is maximised.
