The study explores how to make Important Projects of Common European Interest (IPCEI) a more efficient tool for industrial development for regions across the EU. IPCEIs have the potential to be key strategic instruments with regard to the implementation of the EU Industrial Strategy, as well as increasing the competitiveness and the strategic autonomy of the EU. An IPCEI brings together knowledge, expertise, financial resources and economic actors across Member States' borders, as to overcome important market or systemic failures which could not otherwise be addressed. IPCEI are large-scale European consortia in key strategic value chains featuring tightly connected company projects. Despite the potential of IPCEIs, very few projects have been launched, and the study looks into what it is that prevents the realisation of IPCEIs, especially from a regional perspective. Furthermore, as the future European Competitiveness Fund will likely have the capacity to support IPCEIs the study also looks into how this could be done and how to make IPCEIs simpler and faster to get financed and off the ground.
