This report presents the findings, conclusions and recommendations from an external study aiming to support the European Commission in conducting the interim evaluation of Erasmus+ 2021-2027 and the final evaluation of Erasmus+ 2014-2020. It assesses the performance of Erasmus+ against five evaluation criteria, using a wide array of data collection and analysis methods to produce solid and reliable findings. The study concludes that Erasmus+ has achieved the expected outputs, results and impacts to a large extent in the period 2014-2023, in terms of volume of mobilities (despite Covid-19 impact), improvement in participants’ skills and competences, influence on policy, and improvements in the practices of participating organisations. Erasmus+ has become more inclusive over time, as an increasing number of people with fewer opportunities take part in mobility activities and benefit from their participation in similar ways as other participants. Benefits include the acquisition/improvement of soft skills, the opportunity to network with people from abroad, better career prospects, and a higher willingness to move to another country. Beneficiary organisations benefit from the deployment of new teaching and learning methods/approaches, as well as from increased internationalisation. Erasmus+ confirms its relevance to socio-economic challenges and stakeholders’ needs as well as its undisputed European added value, significantly surpassing what could be achieved by individual countries. Areas for improvement are identified in the scope for further simplification and reduction of administrative burden, continue improving management support tools, further exploiting synergies, further intensify efforts to involve more people with fewer opportunities, enhancing sustainability of programme/project results, or further strengthening the programme’s international dimension.
