The present report provides an analysis of European Social Fund (ESF) and Youth Employment Initiative (YEI) monitoring information as reported by Managing Authorities in their Annual Implementation Reports delivered until September 6, 2019. This reporting cycle covers the year 2018 and aggregates 2014-2018 implementation data. The analysis is based on a total of 187 Annual Implementation Reports (AIRs). It contains information on the programme architecture, progress in financial implementation, progress reported by common and programme-specific indicators, and overall progress towards milestones and targets set in the performance framework, both for ESF and YEI. Furthermore, the submitted evaluation results and free text provided by Member States in their own language in each AIR were analysed in depth and provided further context to the monitoring data reported. This report served as input for the European Commission’s Annual Summary Report, which was transmitted to the Council, the European Parliament, the European Economic and Social Committee and the Committee of the Regions (as required by Article 53(1)). This report shows that by the end of 2018 the implementation of ESF/YEI was well underway, advancing towards the final targets, and largely met the milestones set as part of the Performance Review. Since the start of the programming period, implementation of the 2014- 2020 funds has trailed the 2007-2013 implementation (measured in implementation rates and participations). Nonetheless, since 2017 the distance has been narrowing, particularly in terms of financial implementation; this may possibly be related to the disciplining effect of financial milestones and the associated risk of having to re-programme performance reserves. Relevant differences may be observed in terms of outputs, results and financial implementation, across MS and types of regions, both for ESF and for YEI investments. This summary revisits the main conclusions and assesses the importance of ESF/YEI in relation to EU policy priorities.
